Amid the chaos, weak border controls, and lack of effective government following the 2011 Arab Spring, ISIL gains a foothold in the eastern coastal city of Derna. After 10 months of fighting, the Libyan army and local armed groups succeed in pushing out ISIL, but interference by a former general and his private army affords them the opportunity to regroup.
