Why Is Sweden Sending Prisoners to Estonia?

Sweden has begun transferring prisoners to Estonia under an agreement reached this year to ease overcrowding in Swedish prisons. The first inmates arrived in mid-August. The move is intended to relieve pressure on Sweden’s prison system, but it has sparked debate and opposition in the small Baltic state.
