Carla recruits a compromised officer named Kerrigan, who Ray Cifarelli brought to her, to retrieve Carmine's sealed evidence box from the precinct vault, which contains a flash drive, a handwritten ledger, and a key labeled "Boston Union Safe." Ray tells Carla to be careful. Kerrigan is ambushed by Boston muscle on his way out and barely escapes through Newark traffic.

Mick returns to his apartment to find his notebook gone and a Polaroid of a diner waitress on the kitchen table taken that same night. He texts Vincent that they have found his exit.

He surfaces outside Providence, healing himself and building a map of the Boston network across motel walls. He tracks down an old Russo-era fence who gives him a name, then ambushes a Boston election-rig scheduler in a parking garage, records his full confession on a cheap digital recorder, and leaves him zip-tied in his own trunk. He visits Elena, just to see her face; they talk, and she decides not to report him. He calls Vincent on an old burner, tells him he is alive, and arranges to meet at the dock where Juan was executed. Rudy hands over the thumb drive and recordings and says it is for Rosalie and Juan. He burns his old IDs by the water and disappears into the dark.

They hook up after establishing the romantic relationship. We see Mendoza having a nice night with his family, anticipating th election. Boston announces a last-minute election day debate before dawn, catching everyone off balance.

The debate turns in his favor, as the crows get louder for Mendoza. During his closing line, a sniper's bullet strikes him in the head mid-sentence. He collapses in front of a live audience. The camera stays with the body as the auditorium descends into chaos.

Mick takes the stand and testifies that he received an anonymous tip on election morning warning that Mendoza would be killed, and spent the day trying to stop it, arriving seconds too late. The account is corroborated only by his own testimony and a destroyed burner phone. The jury finds him guilty of first-degree murder. Maria announces an appeal. Outside the courthouse, Vincent tells Carla it is not over.

Dominic confesses to Vincent that he gave Boston the names and schedules that enabled the frame and asks to come back. He packs up in Boston, disarms Paulie at the door, crushes his remaining pills at a rest stop, and drives to Newark clean. Elena quits the force. Rudy reaches Tony's hidden Vermont cabin and recovers a cache of documents and cash. The ensemble converges at Mendoza's snowy funeral, where Crowley hands Elena his full confession, Kerrigan quietly reactivates his loyalty to Carla, and forgotten Newark figures resurface. Whitmore is sworn in as interim mayor with Sean watching from the shadows. Marco, Juan's brother, pulls up outside Rudy's Vermont cabin with a shotgun, zip ties, and a tape in the back seat.

    Clearly unwell, Marco confronts Rudy at the Vermont cabin and shows him a tape of Rudy killing Juan in the warehouse, a killing Rudy has no memory of committing. Marco zip-ties him to the chair, forces him to watch, then turns the shotgun on himself and blows his own head off. Rudy walks out alone and traumatized. How could he have not remembered killing Juan? Juan was like a brother to him. Meanwhile Elena and Maria attempt to push their Crowley evidence live, but federal agents breach the apartment before the upload completes. They flee through the snow. Carla sends Kerrigan into the precinct evidence lockup to plant the Crowley document, and he is arrested on camera. She deletes his number. Vincent meets Paulie alone in a small, closed-off room. Paulie works through every family wound until Vincent, angry and riled up, draws a revolver and shoots Paulie in the head suddenly. Vincent is at first surprised at his own actions, and then what he has done sets in.
